York Region began a major road resurfacing project along York Durham Line today, starting with the closure of the stretch between Bethesda Sideroad and Main Street in Stouffville. The first phase is expected to last approximately three weeks, with construction taking place from 7 a.m. to 7 p.m., Monday through Saturday.

The multi-phase rehabilitation effort will see the roadway upgraded from Bethesda Sideroad south to 14th Avenue, with completion targeted for mid-fall 2025. Local traffic will be permitted during each closure, with driveway access maintained for residents. Detour signage has been installed, and weekly waste collection will continue as scheduled.

The project includes resurfacing the asphalt, replacing culverts under the road and driveways, cleaning roadside ditches, and installing new curbs. York Region says the upgrades are designed to extend the lifespan of the roadway and delay the need for full reconstruction.

Some asphalt along the corridor, particularly between Main Street and 19th Avenue, contains small amounts of asbestos. The hazardous material was commonly used in road construction in the 1970s and early 1980s to improve durability.

York Region says the risk to the public will remain low throughout the work. Contractors will follow safety protocols, including wetting pavement to suppress dust, using HEPA-equipped machinery, and wearing personal protective equipment. All asphalt containing asbestos will be transported to licensed disposal facilities.

Following the completion of Phase 1, work will continue south in sequential phases. Each is expected to require a three-week road closure with the exception of Phase 7:

  • Phase 2: Main Street to 19th Avenue – early August
  • Phase 3: 19th Avenue to Elgin Mills Road East – late August
  • Phase 4: Elgin Mills Road East to Major Mackenzie Drive – mid-September
  • Phase 5: Major Mackenzie Drive to 16th Avenue – early October
  • Phase 6: 16th Avenue to Highway 7 – late October
  • Phase 7: Highway 7 to Highway 407 – no closure
  • Phase 8: Highway 407 to 14th Avenue – mid-November
