- The Lloyd Street Reconstruction project was approved as part of the 2023 Capital Budget process with an original budget of $4 million.
- Reconstruction was deemed necessary due to poor road conditions, outdated sewer and watermain infrastructure, underperforming stormwater ditches, and needed sidewalk improvements.
- The project’s scope includes replacement of the road base, new asphalt, watermain replacement, installation of a new storm sewer, sanitary sewer replacement, a new western sidewalk, removal of the discontinuous eastern sidewalk, and driveway and landscape restoration.
- The $2,892,984.94 construction contract was awarded to Kore Infrastructure Group.
- A $2,225,266.40 bid was put forward by Egnatia Paving, however Staff were not satisfied with their references in relation to watermain and sanitary sewer work.
- “Considering the complexity of the project, choosing the low bidder for this work does not appear to be in the best interest of the Town,” the Staff report explains.
- With a 25% construction contingency of $723,000 and costs stemming from an environmental compliance application, pre-construction surveying, contract administration, site inspections, and material testing, the total project cost comes in at $3,795,681.44 including HST.
- Reconstruction of Lloyd Street will be done from approximately 60m south of Main Street to the Rose Avenue intersection.
- The project is set to begin mid-July of this year with completion expected this fall.
