The Lloyd Street Reconstruction project was approved as part of the 2023 Capital Budget process with an original budget of $4 million.
Reconstruction was deemed necessary due to poor road conditions, outdated sewer and watermain infrastructure, underperforming stormwater ditches, and needed sidewalk improvements.
The project’s scope includes replacement of the road base, new asphalt, watermain replacement, installation of a new storm sewer, sanitary sewer replacement, a new western sidewalk, removal of the discontinuous eastern sidewalk, and driveway and landscape restoration.
The $2,892,984.94 construction contract was awarded to Kore Infrastructure Group.
A $2,225,266.40 bid was put forward by Egnatia Paving, however Staff were not satisfied with their references in relation to watermain and sanitary sewer work.
“Considering the complexity of the project, choosing the low bidder for this work does not appear to be in the best interest of the Town,” the Staff report explains.
With a 25% construction contingency of $723,000 and costs stemming from an environmental compliance application, pre-construction surveying, contract administration, site inspections, and material testing, the total project cost comes in at $3,795,681.44 including HST.
Reconstruction of Lloyd Street will be done from approximately 60m south of Main Street to the Rose Avenue intersection.
The project is set to begin mid-July of this year with completion expected this fall.
